Zhang Guocheng is a Chinese military officer currently serving as the political commissar and Party Committee secretary of the Jiangsu Provincial Military District.[1] He holds the rank of Rear Admiral in the People's Liberation Army Navy and is a member of the Chinese Communist Party.
Zhang previously served as the political commissar of a PLA unit before being appointed as the political commissar of the Jiangsu Provincial Military District. In April 2023, he became a member of the Standing Committee of the Jiangsu Provincial Committee of the Chinese Communist Party, highlighting the military's integration into provincial-level governance.[2][3]
