Draw
The draw was held on 17 October 2024 at the AFC House in Kuala Lumpur, Malaysia.[3]

Pots
Participating teams are seeded into four pots based on the final ranking of the previous edition of the competition. Teams that did not participate in the previous edition and have not been ranked will be allocated to Pot 4. At the beginning of the draw, the host associations were separately placed into an additional host pot to ensure they are drawn into different groups. The host associations will be assigned to each group in accordance with their seeding, following the pot allocation principles.[2]

- Goal difference in all group matches;
- Goals scored in all group matches;
- Penalty shoot-out if only two teams are tied and they are playing each other in the last round of the group;
- Disciplinary points (yellow card = −1 point, red card as a result of two yellow cards = −3 points, direct red card = −3 points, yellow card followed by direct red card = −4 points);
